get client id through OAS

Hello, I was wondering if there is a way to get the client's computer name or domain(not the IP address) from an OAS pl/sql procedure. I've tried the OWS_UTIL.GET_CGI_ENV procedure and it will not return the client's computer name, only the IP address. I tried Javascript also, but can't find a way to do it that way either. We need this info to determine billing information. Is there any other way to get this client information?
