E-mail from PL/SQL procedure

[Quoted] We're using Oracle 7.3.4 (presently, though moving to 8i) on WindowsNT. I have been asked to find out if and how to run a PL/SQL script on a certain time of day that would e-mail the query (using the htp package to put appropriate HTML tags) to various people. Can this be done? Do I need 3rd party software? Would 8i make this easier? Can anyone point me to a website that would have this information?
