Our company has had great successes with PL/SQL Developer as well as TOAD. We find that they each have their own strengths and use both extensively.

It's got a nice GUI interface and color codes the PL/SQL code you're working with (much in the same way that Visual Basic does and now Forms version 6.0) What's neat about this particular tool is that it allows for plug-ins to be included. One such plug-in I've used is the PL/SQL formatter by RevealNet.
