You need a copy of Oracle 7.1 or 7.2 to get a CD with Forms on it.

Install your 7.3 DB stuff, then install Forms off the older CDs. The installer whinges a bit about versions but it all works OK, can sometimes have some fun and games with Pro*C versions and user exits though.

Oracle Support will of course tell you this is unsupported if you call them with a problem, and the plug on 7.3 is being pulled completely at the end of this year - although there is mysterious 'extended support' for 7.3 until 2004 now it seems.
