Hi!

  1. run "emca", the configuration assistant to configure a repository
  2. run "lsnrctl dbsnmp_start" to start the intelligent agent
  3. run "oemctrl start oms userid/password" to start the management server
  4. look at <ORACLE_HOME>/sysman/log for log-files if something will not work with oms
  5. to work with oem, run "oemapp console". For the first time you run console, give in username = SYSMAN, password = OEM_TEMP (the same for 3., too) !!

Without a management server, you can only connect directly to the server (with dbastudio/worksheet/repmgr...) and could not use the enterprise-console to perform any job-tasks and other useful things.
