This error can also be generated when WebDB is unable to uniquely identify the row on which you are performing an update. Do you have an Alternate ROWID specified for the form or in a link which points to this form? This functionality is very unclear to me, also. The "Oracle WebDB Bible" has some information on Alternate ROWID's, but not a lot.
