WebDB and Windows 98 ?

Does WebDB for WinNT (vers. 2.1) run on a Windows 98 platform? I'm able to install and run Oracle 8i Personal Edition for Win98, vers. 8.1.5, but I'm not able to install WebDB - I get thrown off the wizard after specifying home-name on the first page. WebDB does install some files in directories...
