we really need entries for the same instance with different addresses.

Wouldn't that mean multiple service names for one instance? That's no problem in one tnsnames.ora!

Does that mean multiple ports (eg 1521 and 1526) for one instance? That's not going to work, the tnsnames must match the listener config. That would require multiple listeners too, if that's going to work at all.

You should consider setting up Oracle Names, in that case you centralize administrations and folks with a laptop shouldn't worry. Simply configure two different service names and that should be it.

Multiple tnsnames.ora's are possible, as long as they are each in a different directory. However -speaking from experience- your definitely going to loose control, and frequently run across laptops yourself, because people will screw up their config without knowing.
