Problem installing webdb 2.2 on red hat 6.1

I'm trying to install webdb 2.2 on linux red hat 6.1 I have configured this environment variable:

ORACLE_SID=TBDB
ORACLE_BASE=/opt/oracle/app/oracle
ORACLE_TERM=vt100
ORACLE_HOME=/opt/oracle/app/oracle/product/webdb-2.2  

LD_LIBRARY_PATH=/opt/oracle/app/oracle/product/webdb-2.2/lib:/usr/lib SHLIB_PATH=/opt/oracle/app/oracle/product/webdb-2.2/lib:/usr/lib TNS_ADMIN=/opt/oracle/app/oracle/webdb-2.2/network/admin

the installation was ok but after it has asked for a sys password and tnsnames entry i receive this error:

owa40.vrf(93): OS_ERROR while spawning sqlplus -s /nolog _at_passwd.sql sys/manager_at_tbdb (no such file or directory)

WHY ???
I've not found nothing on Metalink...

i've installed oracle not via cdrom but i've created a directory in /opt/temp/webdb-2.2.
