Not easily.
An example may help. An old SCSI I interface and single disk was capable of about 800,000 bytes per second read/write and about 50 I/Os per second random access. If your code wants or needs to exceed these parameters, you would be in trouble. The operating system adds another layer of performance constraints on the system.

To measure it you need to dig up a lot of information.
