To automate the response to a problem requires that you first understand the problem and can formulate the proper response. To apply one response to a problem accross a set of databases will require that the database environments be very standardized as in the same arch directory, backup directory, datafile naming conventions, and so on exist depending on the exact problems being encountered.

May I suggest that before you try this: that you analyze the list of problem pages and try to group the pages into common problems then address the cause of the problem and not the response. Once you have reduced the number of pages then you will have a much better change to analyze what remains and determine a logical cource of action.
