Perhaps you are faced the problem with bug 634177...

1. In the readme.txt file delivered with Dev2k patch at August 05, 1998 you can see this bug in the "Bug closed in Reports 3.0.5.9.0" section: 634177 RUNNING .REP ON ANOTHER INSTANCE GIVES REP-002 AND REP-1439
2. As far as I know this bug is fixed in these versions of Reports:
   • Reports 3.0.5.9.0
   • Reports 3.0.5.11.4
   • Reports 6.0.4
   • ...
