PVCS is a third party group of products produced by a company named Merant. The PVCS product supported by Developer us PVCS Version Manager. You have to buy it. It's not cheap, but it is effective. What comes with Developer are 'hooks' into PVCS Version Manager, so that you can open/close Developer files directly from/to the PVCS Version Manager configiration management database.
The ClearCase tool is also a Configuration Management tool provided by a 3rd part company, and costs money (even more money than PVCS).
If you have Oracle Designer, you may like to know that Designer 6.5 promises to provide configuration management for Forms stored within it, at no extra cost.
