Gary,

You can use the tools stand-alone on a Win98 machine, but you will not be able to use the OEM console. The console needs the Oracle Management Server (OMS), and that only runs on NT or Solaris. That being said, if you can connect via sql plus from your 8i home, you need to copy the tnsnames.ora AND the sqlnet.ora into the OEM home\net80\admin directory. That should resolve the TNS-12154.

BTW, OEM uses 8.0.4 required support files. That's why it can't be installed in the same home as 8i.
