The ftp site is fine some days and awful on others. However you can order 8.1.6 on CD-Rom (and Oracle will include a dozen or more additional useful CDs) for only $40. Then you'll not have to keep a 100M+ download on your machine and you can easily move from machine to machine if you need to.
