I checked this from Oracle Support and they answered that it will be fixed in WebDB 3.0.

One possible workaround could be setting the format of the original field to just date "DD.MM.YYYY" and adding a second column for the time part "HH24:MI:SS" and upon insert/update run a trigger that combines the two date fields to the original field. Haven't tested this though.
