Error when converting forms 3.x to 4.5 FRM-30018

Hello,
I'm trying to convert forms 3.x files to forms 4.5.
When doing so I'm using the program f45gen, the error message follows: FRM-30018: Internal error: Unable to allocate memory igcf/igcf:iddc
Then I get the message:
Form: CLUSTER
FRM-30201: error occured during form upgrade
Form not created.
What is the appropriate way to convert these 3.x files to 4.5?
