I don't think it is appropriate if you would send a message just announcing the release of your software. It is luckily not very ofthen that annoucements, job postings etc are made here.
In this newsgroup people discuss about technical Oracle problems and their solutions.
It is acceptable to reply to a message where your software may be the solution. I've done this for some time now and was never flamed for doing it.
