You could set a variable, probably a user defined parameter field you would create, to act as a flag for whether this user gets to see the trailing page.

In the trailer, you would surround the trailer by a frame in which you would add conditional formatting to test the flag variable. When the flag is false, the frame is false, and (hopefully) the whole page is empty and the trailer does not print.

Another approach would be to build the frame at the end of all other frames inside the body of the report. Again, use conditional formatting along with vertical elasticity to cause the data to appear or not appear.
