developer 2000 reports move backward

I am trying to put a frame (not a repeating frame) around some existing fields (they are already inside a repeating frame). When I put a frame around them, the fields inside the frame gets locked. I tried to use arrange---> Move Backward...may be I am not using it the correct way.. Can anyone shed some light on how to put frame around existing fields, so that they actually gets inside the frame.
