WEBDB link with Reports 6.0

I am trying to give my user access to Report files (.rdf) files that I wrote with Oracle Repors 6.0. WEBDB talks about this RW_ADMINISTRATOR role in which I do not see in the list of available roles? Did I forget to install something? What is missing?
