[Q]Is table based on DTD creating tool available?

Is table based on DTD creating tool available? I have a DTD and XML files based on this DTD. I want to input this XML into Oracle8i database. But, I don't know how do I create table based on this DTD.

Is this tool avail?

Or,...
If a tag have attributes, how do I create attribute's name and value columns in table?
Attributes table must create another table rather then table for DTD?

And, Is any sample source code avail?
