Oracle Discoverer is an adhoc query tool for end-users.
Once it is installed, an administrator creates 'End-User-Layer' (EUL)
which
is roughly equal to translation of cryptic table/column names,
relations and
standard calculation into views which are accessiable to an end user who
need to do ad-hoc queries.
Now end-users can use this EUL to create their own query.
A very very powerful tool for the intended purpose.
