  As you're using ORACLE Lite you can't use Server Manager.   ORACLE Lite is a different database which is designed for   use in lightweight machines (laptops, palmtops, etc) and   it has different administration schema from other ORACLE   DBMSes... To manager it you should use "Oracle Navigator"   which comes with default installation.

  The message your're receving "ORA-12203" is   "TNS: unable to connect to destination" ... which means that   svrmgr cannot connect to oracle service, because there's   no service in o-lite.

  To practise administration you must download/install   ORACLE Personal edition (for Win95/98/NT) or ORACLE Standard   (NT)... then you'll be able to use Server manager interface,   etc, etc ...
