OCIEnvCreate vs OCIEnvInit

Can someone tell me why the OCIEnvCreate method suggests that it be used instead of the OCIInitialize and OciEnvInit methods?
Also, why does the documentation say the following:
"If you are writing a DLL or a shared library using OCI library then this call should definitely be used instead of OCIInitialize() and OCIEnvInit() call."
Do I have to write two versions for the two different client libraries?
