MySQL _at_ http://www.mysql.com provides a low cost alternative, with easily accessible tools & documentation. If you want to learn the nuts & bolts of SQL development should give you a reasonable environment for web based SQL data storage & retrieval if this is what you are interested in learning how to do. (P.S pretty easy for relatively competent access "users" to get/post data.
