Hi,
Header and Trailer are separate pages, by definition.
Probably what you are looking for is to use
the margin as a "page header" and a "page trailer".
Remember that in Reports the word Margin refers to the "top and bottom" parts of the page NOT (as we think in an editor) the sides of the pages.
From the layout tool, you can select the view which shows the margin rather than the body. You can adjust the size of the body down smaller until you have the appropriate amount of room for your desired "top" and "bottom" of the page.
