I don't work for Oracle and certainly have a beef with them about this issue, but in the future, you might try searching their Metalink support site first (assuming you have at least one CSI for a licensed Oracle product). It is at
http://metalink.oracle.com/metalink/plsql/ml2_gui.startup. That is where I found my answer today about this very problem. Turns out they forgot to include a dll on the 8i client CD needed by the export, import and sqlloader utilities. If you have the 8.1.5 server CD for NT, just go to its stage\Components\oracle\rdbms\8.1.5.0.0\1\DataFiles\ folder and open the liboes.0.0.jar file in WinZip or some other zip utility that reads jar files. Put oravsn8.dll into your %ORACLE_HOME%\bin folder and voila! all fixed!
