Connect Developer to SQL Svr 7 with OCA

I am attempting to connect to a SQL server database using the SQL7 Intersolv Driver.
When I do the ODBC test I connect fine and can execute queries.
In developer when using the data block wizard, I can't seem to connect.
This is what I am doing when I click the browse button in developer using the datablock wizard
User name sa
Password test
Database odbc:SQLEfproj
I get the following error: ORA-03121:no interface driver connectedfunction not performed.
Is there something I didn't configure in developer.
