IN addition to TRANSLATOR.ZIP you also need to include RUNTIME.ZIP. Another thing to check is the length of the classpath. On some platforms you can exceed the maximum length which will be read (unsure what this is) in which case it simply gets truncated.
If the java CLASSES.ZIP and SQLJ RUNTIME.ZIP, TRANSLATOR.ZIP and JDBC driver CLASSES111.ZIP are all in the CP -- you should be alright (that is all I have ever needed).
