WebDB Forms Portability

I'm wondering - If I developed an inquiry and update form in WebDB, could I successfully port this to another Oracle database?

Specifically: Although I know I can capture the HTML and form code generated by viewing the source, can I grab the CGI scripts (is this what is used) that make the actual SQL calls?

I have never developed web enabled applications outside of WebDB that access databases so I don't know the "native" approaches to developing this type of functionality. But it seems as though since the tools are so easy to use, if the individual pieces could be picked up, modified, and dropped into another environment; I could limp along until I get a real set of development tools.

Any ideas (outside of using Developer or other such tools)?
