Re: ORA-12154 : TNS: could not reslove service name

I think that you don't have SID (in the tnsnames) for O8i but SERVICE_NAME instead
Try to connect with sqlnet easy config, it's often work warning : if your 8i database name contains an "_", il will raise an error at the connection
