WebDb attach file?

I'm developping an application using Oracle8i/Webdb, and the end-user would have to select a file on his local drive and then uplead it into a field in the database.

I'm developping an application using Oracle8i/Webdb, and the end-user would have to select a file on his local drive and then uplead it into a field in the database.
Is there any way to do this using a windows select file type window?
