Text (boilerplate) and Items (widgets) do not have to belong to a "Frame". A Frame is just a helper that is used by the layout wizard to marshal a whole bunch of objects together on screen and lay them out according to a simple set of rules.
So you have two options:
1) If you want to keep using the frame. In the Navigator Drag the Frame down to the graphics node of the tab page that you want to display the items on. The open the layout editor, you'll see the frame is now on the TAB. Right mouse click and choose Update Layout. The Items should then appear. 2) You can delete the frame (or set it's update property to Manual or Locked) and then just change the Canvas Property and Tab page properties for the Items in question to get them onto the tab page.

If you want to do the above in a "Visual" manner you can also switch the Navigator into Visual View and Drag and drop the items to the relevant tab page
