Oracle Report Server and Web Access

According to /ORANT/REPORT25/DOC/R25OWS.HTM, I am supposed to install the multi-tier server. So following the instructions outlined in /ORANT/REPORT25/DOC/r25mtsus.htm, I installed teh multi-tier server with the command: r25mts32 -install reportserver tcpip.
Did the post-intallation steps, but when trying to start the service, I get an error, "The Developer/2000 Reports Server [reportserver] service returned service specific error 186." Now that might be specific to the service, but I have no idea what error 186 is.
Did I miss a step or do something else wrong? Any input is appreciated.
