Help needed with Des 2000 web applications

I have a problem running web applications generated with Designer 2000 2.1 ( Oracle 8 )
I went through following steps:
- created common application user and toolkit user oas_public, PL/SQL agent
is
  oas_public/owa.
- created table A, and API for that table

• created module TEST
• Designer made nessesary packages and installed them to oas_public

There was no errors so far, but when I run it with an URL http://app.priksise/oas_public/owa/test$.startup I get errors:

We were unable to process your request at this time. Error occured while accessing
  "oas_public/owaa/test$.startup"

OWS-05101: Execution failed due to Oracle error -20004

  PL/SQL Cartridge SERVICE: oas_public/owa   PROCEDURE: a/test$.startup

In Oracle Application Server wrb.log fail there are messages:

Successfully authorised agent: oas_public/owa Executing request by agent: oas_public/owa Invoking a/test$.startup...
Execution failed
OWS-05101: Execution failed due to Oracle error -20004

   [oas_public/owa!a/test$startup]

Why does it want to invoke procedure a/test$.startup but not just test$.startup
and so I get finally oas_public/owaa/test$startup or oas_public/owa!a/test$startup

Does enyone know what might cause the problem?
