The following is my IMHO.

String Name: LOCAL
String Value: <your connect string, as in tnsnames.ora>
Machine name and port are used by listener when stating and listening, not
when connecting to database. Moreover, if you install WebDB this way, you'll
[Quoted] have listener installed on your machine and you'll have to have this
Registry parameter set for the database containing WebDB for listener's
[Quoted] proper work, because it accesses DB without connect string.
At least I had to install WebDB this way.
