webdb install static ip

I have NT server SP6, Oracle 8.1.5, and WEBDB 2.1.0.9.3 While I'm connected to the internet through my phone line. I can access web db with the following url: http://jeeves:8080/WebDB/ or http://localhost:8080/WebDB/

However, if I try to access webdb with: http://206.132.239.119:8080/WebDB I get a page cannot be displayed error. I would like to access webdb through the internet from anywhere.
if I assign my server a static ip; then I can connect using 206.132.239.119; however I cannot connect to my 8i/webdb host from another computer. my system pins fine, but I can't telnet. Received on Fri Dec 10 1999 - 19:53:39 CET
