No Icons and Bitmaps with Developer Forms Server and OAS4.0.7

Hello!
We use the Developer Forms Server and OAS 4.0.7 on NT 4.0 on BrowserSite you can start the Formsapplication ( Java ) but no ToolBar is
seen and no Bitmaps will be displayed.

i know that ther exists a Regestry.dat for setting default-Values in Java but changing this file has no effect on displaying bitmaps
Would yo have an idea what is the reason for?
