Oracle Designer questions

Hi all. I have a few questions about Oracle Designer. Any information you can provide would be appreciated!

Can I use Oracle designer along with a local database engine to develop Oracle applications on a standalone Windows 98 system? If I can, I presume it's easy to then move the application onto a client's server?

How much control do I have over the user interface of the applications that Oracle Designer generates?

Does Oracle Designer come with a v8 standard Oracle database engine, or do I need to purchase that separately?

Which query/reporting tools are included with Designer? Are there any other Oracle tools I need to develop quality applications, or is Designer pretty complete?

How quickly can a typical Oracle programmer create a simple database application (e.g., five nearly-identical parent tables/forms, a single 1-n table related to each of them, and some querying/reporting functions)?

Is there any extra work needed to implement row locking or other typical multi-user functions, or can I configure how I want such things done at the code-generation point?
