What you are trying to do is not a very good idea, but I do not know any better.
From PLSQL you make a call the pro*C then proc gets connected to the database and does someting, well why don't you do it in plsql?

But if you want call the pro*c from plsql you need to consider pro*c as external procedure, which requires some server configuration. Look under external procedures in oracle manual.
