  1. File->Administration->Convert pick your file... binary to text..
  2. Edit file.fmt replacing all references of Winhelp with nothing.
  3. File->Adminstration->Convert pick your_file.fmt text to binary.

You will receive an error on loading the form saying it cannot attach the library and saving it will lose the library. Exactly what you want to do. Save it- recompile and voila.
