WebDB and custom parameters

There is a principial question about WebDB can i pass parameters to dynamic page within <ORACLE> tag without editing package ?

There is a principial question about WebDB can i pass parameters to dynamic page within <ORACLE> tag without editing package ?
If i cannot - this is not dynamic page - it is pseudo dynamic
