Uploading and Downloading BLOB

Hi...
Does anyone has solution for this :
[Quoted] I want upload and download a BLOB content from/to file that resides in client computer...
If I use DBMS_LOB.LOAD_FROM_FILE... its BFILE only refer to file that exist [Quoted] on server...
