The Frame is considered "Boilerplate" and <unfortunately> is only editable at design time.
You might be able to create a display item, or edit item like a large square, push it to the back, and put other elements on top of it... Then in runtime you can alter the visual attribute property which would change the background. If a border is needed, you could add a frame around the edge...
