[developer 2000] message duplicate?

[Quoted]         on  message trigger I write..
         msg_code:=message_code;
        if msg_code=40301 then
           message(XXXX);
     but....u know the screen show a message and  normal message on
message line..
     I dont want display this message-box...
     I doubt the problem is"working........." this message
     SO I write :system.suppress_working:='false' in new form instance..

       but it still displays message-box..why?????
