Creating large datafiles

I am trying to create 18 GB datafile on Oracle 8.0.4 on Solaris. The message I get is
ORA-01144: File size (9216000 blocks) exceeds maximum of 4194303 blocks

how can I change the maximum number of blocks in a datafile?
