All Oracle Clients make incorrect operation while connecting?

Hi all!
Ive installed Oracle client software onto Windows 98 workstation, I have Oracle8 server running at NT OS. When I'm trying to connect to server using whatever tool I've just installed, system activates window with incorrect operation text that we all so good are familiar to and offers me to cose this tool :)
Actually I just don't know what's the problem I have in front of me.
