Error installing Developer 6.0

I have downloaded Dev 6.0 from the Oracle Technology Network. When I attempt to install it under NT, I immediately (after selecting English for the language) get the following message:

"WIN32.stp(472): FILE_NOT_FOUND while copying subkey SOFTWARE\ORACLE"
