UTL_FILE help please

Dear all,
I'm trying to do some IO stuff using the oracle UTL_FILE package,
Personal Oracle7/Windows98.
In file initorcl (and just in case in file inst also) I've added the
following line:
utl_file_dir=c:\art\logfiles
and restarded the database.
But any attempt to access files in c:\art\logfiles is raising the
UTL_FILE.INVALID_PATH exception.
Help please
